Core Thesis

A covert, likely multinational program — distinct from and beyond the merely classified reverse-engineering efforts described by the Breakaway Civilization Hypothesis — has secretly placed human personnel off-world: on the Moon, on Mars, and aboard spacecraft, using either genuinely advanced propulsion or cooperative alien technology, entirely outside any public accounting.

The Secret Space Program Hypothesis (sometimes abbreviated SSP) proposes that human beings — not merely hardware — have secretly served off-world in a covert, crewed capacity: staffing lunar and Martian installations, defending colonies, and interacting directly with non-human allies, all under a security umbrella far tighter than any acknowledged NASA or military program. It is a close cousin of, but a meaningfully distinct claim from, the Breakaway Civilization Hypothesis covered elsewhere on this site: breakaway-civilization claims center on a classified reverse-engineering and black-budget apparatus that may never leave Earth's surface, while the Secret Space Program Hypothesis specifically claims sustained human presence and activity beyond Earth, staffed by individuals its proponents say can be identified and interviewed.

Unlike the Ancient Astronaut Hypothesis, which rests on archaeology decades or centuries removed from direct verification, the Secret Space Program Hypothesis makes claims about living people, ongoing programs, and — in at least one case — has had its central witness's testimony tested directly under oath in a United States federal court. That 2020–2023 legal proceeding, detailed below, is treated on this page as the single most direct evidentiary test the hypothesis has yet undergone.

The hypothesis is also unusual on this site for how directly it can be checked against a single, well-documented, publicly acknowledged benchmark: the Apollo program. Any specific claim of a covert crewed presence beyond Earth orbit can be measured against exactly what a real, large-scale, multi-year human spaceflight effort required in personnel, funding, tracking infrastructure, and physical hardware — and against how quickly and completely that real effort became independently verifiable once conducted, even though Apollo itself involved a great deal of legitimately classified subsystem engineering. That comparison, rather than any single claimant's credibility, is the throughline of this page's analysis.

Origins and Development

The hypothesis draws its earliest claimed pedigree from William Mills Tompkins, whose genuine, documented World War II-era U.S. Navy service is a matter of historical record: recruited into Naval Intelligence in 1942 after a security review of a ship-model display he had built, Tompkins served through roughly 1946 as a draftsman and courier — an official "Disseminator of Aircraft Research and Information" — carrying debriefing material between contractors including Douglas Aircraft, Northrop, Lockheed, and North American Aviation. He later worked at Douglas Aircraft on internal think-tank projects. It was only decades later, in his December 2015 memoir Selected by Extraterrestrials, that Tompkins claimed his wartime work also involved intelligence from 29 Navy spies inside Nazi Germany reporting on anti-gravity aircraft research, and that he was personally selected by "Nordic" extraterrestrials — some allegedly working as secretaries alongside him — to help shape a nascent human space effort.

The next major claim arrived through a different, initially anonymous channel: in 2014, a man using the pseudonym "Captain Kaye" released audio testimony describing seventeen years of covert Marine Corps service, beginning as a child recruit into a secret unit called "Special Section," culminating in duty as part of the "Mars Defense Force" protecting five human colonies on Mars. He was later identified as Randy Cramer, a Canadian-born U.S. Marine Corps veteran. Political scientist Michael Salla — who holds a genuine Ph.D. in Government from the University of Queensland and had previously held academic posts at American University, George Washington University, and the Australian National University before founding the Exopolitics Institute in 2005 — brought Cramer's account to wider public attention through Exopolitics.org, giving the claim an academically credentialed public advocate it would not otherwise have had.

The hypothesis reached its widest audience through Corey Goode, who from 2014 onward described having been recruited around age six into a "MILAB" (military abduction) program, later serving in a rotating "20 and back" secret space assignment before being contacted by the "Sphere Being Alliance," a group he described as benevolent blue avian beings monitoring humanity's development. Goode partnered with researcher David Wilcock to co-host Cosmic Disclosure, an interview series on the subscription streaming platform Gaia, which ran from 2015 to 2018 and became the hypothesis's single largest media platform, featuring Goode, Tompkins, and other self-described insiders in a sustained, ongoing narrative.

The "20 and back" framework Goode and Cramer both invoked did not originate with either of them: variations of the claim — that covert personnel serve a fixed-length off-world tour before being technologically returned to their point of departure, explaining the absence of any missing-time gap in their public lives — had already circulated in earlier UFO- and abduction-research circles for years, giving the specific mechanism a pre-existing narrative shape both men's testimony could be slotted into rather than requiring either to originate a wholly new claim from scratch.

That platform relationship ended in acrimony. In March 2020, Goode filed a federal lawsuit against Gaia, Inc. and several individuals, alleging the company had conspired against him and installed a replacement host to continue the "Secret Space Program" and "Blue Avians" narrative he considered his own intellectual property; Gaia countersued, alleging defamation. The case, Goode v. Gaia, Inc. (U.S. District Court, District of Colorado, case 1:20-cv-00742), proceeded to a sworn deposition of Goode. A federal judge ruled on May 8, 2023 that the deposition recording was non-confidential in its entirety, permitting its public release — the closest the hypothesis has come to placing its central claims under direct legal scrutiny, discussed further below.

Key Claimed Evidence

  • The "20 and back" program: A recurring claim across multiple self-described whistleblowers that personnel serve 20-year off-world tours, then are returned to the point they left via time-displacement or age-regression technology, erasing the apparent gap in their terrestrial lives.
  • Mars Defense Force / colony claims: Randy Cramer's account of a covert Marine Corps unit protecting five human colonies on Mars, described in interviews and a self-published account beginning in 2014.
  • Sphere Being Alliance / Blue Avians: Corey Goode's claim of contact with a non-human alliance monitoring a broader "ascension" process for humanity, presented across three seasons of Cosmic Disclosure (2015–2018).
  • Nordic-alien liaison claims: William Tompkins' description of extraterrestrial "Nordic" beings embedded within his Douglas Aircraft think-tank environment, including as personal secretaries, detailed across his multi-volume memoir.
  • Overlap with sworn congressional testimony: Proponents frequently cite David Grusch's 2023 congressional testimony about non-human craft recovery programs as corroboration, despite Grusch's testimony making no claim of crewed human off-world presence and being evidentially and legally distinct from Goode's, Cramer's, or Tompkins' accounts.

Government & Military Programs

The hypothesis sits directly on top of genuinely documented government secrecy — which is precisely why distinguishing its specific claims from that real backdrop matters. Tompkins' Naval Intelligence courier role, the existence of classified aerospace "think tanks" at firms like Douglas Aircraft, and the broader postwar practice of importing German aerospace expertise are all independently documented history, covered in Annie Jacobsen's investigative account of nearby classified test operations at Area 51 (Groom Lake). What is not independently documented is any of the theory's specific extensions beyond that real record: no NASA, Department of Defense, Marine Corps, or Navy record has ever surfaced confirming Cramer's Mars Defense Force unit, Goode's MILAB recruitment, or any crewed mission beyond the publicly acknowledged Apollo program and low-Earth-orbit operations. The 2023 congressional UAP hearings and AARO's public reporting, the most direct recent government engagement with UAP-adjacent claims, addressed alleged non-human craft retrieval — the subject of the Breakaway Civilization Hypothesis and figures like Grusch and Karl Nell — and did not address or corroborate any claim of a secret crewed off-world human presence.

Skeptical Critiques & Limitations

The hypothesis's central claims share a structural weakness common to testimony-only evidence: no photograph, video, physical sample, flight record, personnel file, or independent corroborating witness has ever been produced for any of the off-world service claims described by Goode, Cramer, or Tompkins' extraterrestrial-contact chapters. This is a categorically different evidentiary situation from adjacent theories on this site that at least have physical claims or sworn government testimony to evaluate directly; here, the entirety of the evidentiary record consists of self-published books, streaming-platform interviews, and online testimony from a small number of individuals who, in several cases, have had direct financial relationships (book sales, streaming royalties, paid speaking engagements) with the platforms distributing their claims.

None of the four principal claims — Tompkins' Nordic contact, Cramer's Mars Defense Force service, Goode's MILAB recruitment and Sphere Being Alliance contact, or Salla's broader synthesis of all three — has produced a piece of evidence meeting even a minimal independent-verification bar: a document releasable under FOIA, a service record matching stated dates and units, a physical sample submitted for laboratory analysis, or a third-party witness with no prior relationship to the claimant corroborating a specific, checkable detail.

This stands in sharp contrast to the parts of Tompkins' account that are independently verifiable — his real 1942–1946 Navy service and Douglas Aircraft employment are documented, but that documentation covers only his terrestrial courier and drafting work, not the Nordic-contact or spacecraft-design claims layered on top of it decades later in his memoir.

Randy Cramer's claims have faced direct, public scrutiny for internal inconsistency: independent investigators examining his public employment and military records found discrepancies with his stated timeline, and a subsequent crowdfunding campaign associated with his claims drew its own separate fraud allegations and investigation, documented at length by independent researchers tracking the claim's public record over several years. Critics have further noted specific narrative overlap between Cramer's Mars Defense Force account and elements Corey Goode introduced into his own testimony years later, raising the question of whether later material was independently sourced or adapted from an earlier, already-public claim. Corey Goode's claims received their most direct test in the Goode v. Gaia litigation: under oath, in testimony later made public by federal court order, Goode acknowledged that portions of his most dramatic material — including specific missions and encounters he had previously presented as direct, literal experience on Cosmic Disclosure — were "dramatized," and separately stated he had "channeled" some material rather than recalled it as memory, an admission that goes directly to the evidentiary status of testimony his entire public platform had been built on presenting as first-person historical fact rather than intuited or channeled content.

Michael Salla's role illustrates a distinct credibility pattern from Goode's or Cramer's: Salla holds genuine, verifiable academic credentials and a real prior career in mainstream international-relations scholarship, but his exopolitics research and advocacy for Cramer's, Goode's, and Tompkins' claims has not been published or reviewed within that mainstream academic field, and his post-2005 work functions as independent advocacy rather than peer-reviewed political science. The pattern across all four principal figures — a documented terrestrial credential or career, layered with a later, evidentially unsupported extension into off-world or extraterrestrial-contact claims — recurs closely enough across the hypothesis's leading proponents to be, on its own, a significant reason for skepticism about the specific off-world claims, independent of any one individual's honesty or sincerity.

Theoretical Alignment

The Secret Space Program Hypothesis occupies a distinctive middle position: it is explicitly terrestrial-human in its proposed mechanism, like the Breakaway Civilization Hypothesis, but claims a physical off-world footprint (colonies, personnel, active operations) that breakaway-civilization claims generally do not require. This makes it, in principle, more directly falsifiable than breakaway-civilization — a genuine crewed Mars colony housing personnel over decades should be detectable by amateur and professional astronomers, cargo and life-support logistics should leave some independently traceable footprint, and personnel returning to Earth (even under a "20 and back" framework) should be identifiable and interviewable with verifiable service records — and it is precisely on those falsifiable points that the hypothesis has so far produced no corroborating evidence. It aligns weakly with the Extraterrestrial Hypothesis (several of its principal claims involve direct contact with non-human beings) but functions as a largely separate evidentiary track, since ETH-focused researchers examining contemporary sighting reports do not, in general, rely on or endorse the specific off-world-human-presence claims discussed here.

Sensor & Instrumentation Detection Profile

A genuine, decades-long crewed Martian or lunar presence of the scale described by Cramer or Goode would be expected to leave detectable traces: unexplained thermal, radar, or optical signatures on Mars or the Moon inconsistent with known geology; life-support and habitat construction visible to the orbital imaging platforms (both government and, increasingly, commercial) that have mapped both bodies at high resolution; or transit signatures during the transfer window between Earth and Mars. No such signature has been reported by any space agency, commercial imaging provider, or amateur astronomer in the more than a decade since these claims began circulating.

Environmental & Geospatial Context

Unlike most theories on this site, the Secret Space Program Hypothesis locates much of its claimed activity entirely off Earth — on Mars and the Moon — placing it beyond the reach of the kind of direct site investigation available for terrestrial claims. Its terrestrial anchor points are nonetheless specific and, in places, genuinely documented: Tompkins' work took place at Douglas Aircraft's Southern California facilities and North Island Naval Air Station, San Diego; the U.S. government's actual classified aerospace testing infrastructure, including Area 51 (Groom Lake) and Wright-Patterson AFB, sits in the same general institutional lineage proponents point to as evidence a larger, unacknowledged program could exist. The 2023 congressional hearings most directly relevant to this broader claim space took place in the US Capitol Hearing Rooms, though — as noted above — that testimony addressed craft retrieval, not crewed off-world presence specifically.

Observer Credibility & Occupational Profile

The four principal figures associated with this hypothesis present four distinct credibility profiles. William Tompkins held a real, documented World War II-era Naval Intelligence courier and Douglas Aircraft drafting career, but his extraterrestrial-contact claims surfaced only in a 2015 memoir published seven decades after the events described, with no contemporaneous documentation. Michael Salla holds a genuine Ph.D. in Government (University of Queensland) and held real academic appointments at American University, George Washington University, and the Australian National University before founding the explicitly advocacy-oriented Exopolitics Institute in 2005 — real, verifiable credentials in a field (international relations) not directly relevant to evaluating the physical, engineering, and biological claims his subsequent work promotes. Randy Cramer's claimed covert Marine Corps "Special Section" service has no publicly verifiable record, and independent investigators examining his stated timeline and public employment history have identified specific inconsistencies. Corey Goode holds no independently verifiable military, scientific, or intelligence background of any kind, and — under oath, in the Goode v. Gaia deposition made public in 2023 — acknowledged that some material he had presented as direct experience was "dramatized" or "channeled."

Historical Precedents & Archive Matches

The genuinely documented historical precedent this hypothesis draws credibility from is real but narrower than its proponents suggest: postwar U.S. defense and intelligence programs did recruit German aerospace expertise (Operation Paperclip), did operate classified test programs at remote sites for years to decades before disclosure (the U-2, the SR-71, the F-117), and did fail comprehensive financial audits allowing for large sums of unaccounted defense spending — the same precedents discussed in this site's Breakaway Civilization Hypothesis entry. None of those documented precedents, however, involved a verified crewed presence beyond Earth orbit; the only confirmed human presence beyond low-Earth orbit in the historical record remains the publicly acknowledged Apollo program (1968–1972), whose personnel, hardware, telemetry, and returned samples are independently verified by multiple nations' tracking stations, not a single classified program. The scale mismatch is instructive: Apollo required roughly 400,000 people working across NASA and its contractors, and even that fully acknowledged, publicly funded, continuously press-covered program still generated persistent (and separately debunked) claims that it was faked — precisely because sustaining any large-scale space effort, openly or covertly, requires personnel, funding, and physical infrastructure that leave institutional traces. A genuinely secret program of the scale Cramer's and Goode's testimony describes — staffing multiple Mars colonies over decades — would need to solve the same logistical and personnel-secrecy problem at a scale several orders of magnitude beyond what any documented classified program, including the Manhattan Project's roughly 130,000 personnel, has ever managed to keep contained.

Material Analysis

No physical evidence of any kind — a component, a sample, an image verified as showing an off-world human installation, or a document — has been produced by any of the hypothesis's principal proponents in the more than a decade since Cramer's and Goode's claims began circulating. This is the single sharpest point of contrast with adjacent theories on this site: the Breakaway Civilization Hypothesis at least has Bob Lazar's specific, if unverified, technical claims and Grusch's sworn testimony about physical craft in government custody to evaluate; the Secret Space Program Hypothesis, by contrast, rests entirely on first-person verbal and written testimony, with the singular exception of Goode's own sworn deposition testimony — which, rather than supplying corroborating material evidence, produced an admission that some of the claimed testimony itself had been "dramatized."

The Conventional Explanation Candidate

For claims of this kind — extraordinary, testimony-only, financially monetized through books, streaming subscriptions, and conference appearances, and repeatedly failing to produce independent corroboration under the one direct legal test they have faced — the conventional explanation candidates are the well-documented human psychological and financial dynamics of high-control testimony-based movements: a combination of genuine belief, confabulation, and the direct commercial incentives created by platforms like Gaia's subscription model, rather than an actual concealed off-world program.

Supporting This Hypothesis

  • William Tompkins' underlying WWII Naval Intelligence and Douglas Aircraft career is independently documented, lending superficial credibility to claims layered on top of it decades later
  • Michael Salla's genuine academic credentials give the broader hypothesis an unusually credentialed public advocate compared to most fringe theories
  • The hypothesis sits adjacent to genuinely documented historical precedent for multi-decade classified aerospace secrecy (Operation Paperclip, the U-2, the F-117)

Against This Hypothesis

  • No physical evidence, personnel record, or independent corroborating witness has ever been produced for any specific off-world service claim
  • No orbital imagery, amateur or professional astronomical observation, or transit signature consistent with a decades-long crewed Mars or lunar presence has ever been reported
  • Corey Goode acknowledged under oath, in testimony later made public by federal court order, that some of his presented material was "dramatized" or "channeled"
  • Randy Cramer's claimed military record shows specific, independently identified inconsistencies with his public employment and service timeline
  • The publicly acknowledged Apollo program remains the only independently verified human presence beyond low-Earth orbit in the historical record
  • Independent investigators have documented specific narrative overlap between Randy Cramer's and Corey Goode's separately presented accounts, raising questions about whether later testimony was independently sourced
  • The commercial structure surrounding the claims — book sales, Gaia subscription revenue, paid speaking and conference appearances — creates a direct financial incentive to sustain and elaborate the narrative independent of its truth

Theoretical Assessment Profile

Six-domain evaluation of this hypothesis

01Empirical Support
Case File Correlation
Effectively none. The hypothesis rests entirely on first-person testimony from a small number of individuals, with no physical evidence, imaging, or independent corroborating witness produced for any specific off-world claim.
02Theoretical Rigor
Falsifiability
More falsifiable in principle than most fringe theories — a genuine crewed Mars presence should be astronomically detectable — but that falsifiability has worked against the hypothesis, since no such detection has occurred despite over a decade of searching by both professional and amateur observers.
03Academic Engagement
Peer Review
Essentially none within mainstream aerospace, planetary science, or intelligence studies; Michael Salla's advocacy, despite his genuine academic background, has been published through his own Exopolitics Institute and trade press rather than peer-reviewed political science or aerospace journals.
04Predictive Power
Predictions
Generates specific, testable predictions (detectable Mars/lunar installations, identifiable returning personnel) that have not been confirmed in the years since the claims were first made, and the hypothesis's central witness has since acknowledged under oath that portions of his testimony were not literal.
05Internal Consistency
Logic
Internally strained by mutual inconsistency between its own principal witnesses' accounts (Goode's and Cramer's timelines and details have been alleged by critics to overlap or contradict rather than independently corroborate each other) and by the same commercialization-scale problem affecting the Breakaway Civilization Hypothesis: a program requiring thousands of personnel across decades, kept entirely secret, with several of its own promoters simultaneously profiting from books, streaming deals, and paid appearances describing it.
06Cross-Theory Compatibility
Compatibility
Closely related to, but evidentially distinct from, the Breakaway Civilization Hypothesis and the Extraterrestrial Hypothesis; proponents frequently cite evidence (such as David Grusch's testimony) that supports those adjacent theories' claims about craft recovery without actually corroborating this theory's specific claim of sustained crewed human off-world presence.

Key Proponents

William Mills Tompkins

Author; U.S. Navy Intelligence (WWII), 1923 – 2017

Real, documented WWII-era Naval Intelligence courier and later Douglas Aircraft draftsman whose 2015 memoir Selected by Extraterrestrials introduced claims of Nordic-alien contact and a nascent secret space program layered on top of his genuine wartime service. His book went on to a second and third volume, co-credited to several later collaborators including Michael Salla, before Tompkins died on August 21, 2017, at age 94.

Corey Goode

Self-Described Whistleblower; Co-Host, Cosmic Disclosure (2015 – 2018)

The hypothesis's most widely known modern proponent, whose MILAB and Sphere Being Alliance claims formed the basis of Gaia's Cosmic Disclosure series across three seasons. Acknowledged under oath in a 2020–2023 federal lawsuit against Gaia, Inc. that some presented material was "dramatized" or "channeled," an admission made public only after a federal judge ordered his deposition unsealed in May 2023.

Randy Cramer

Self-Described Whistleblower ("Captain Kaye")

Canadian-born U.S. Marine Corps veteran who first released his Mars Defense Force testimony anonymously in 2014. His claimed timeline and covert "Special Section" service have not been independently verified, and critics have identified specific inconsistencies in his public record.

Michael Salla

Founder, Exopolitics Institute (2005)

Holds a genuine Ph.D. in Government from the University of Queensland and held prior academic posts at American University, George Washington University, and the Australian National University. Brought Randy Cramer's claims to public attention and has published extensively promoting Secret Space Program testimony through his own advocacy institute rather than peer-reviewed political science.
